  • Winter Park City Commission Meeting Summary - 8.26.20

    • The Commission will hold an Orange Avenue Overlay Work Session today and will be joined by representatives of The Bank of the Ozarks for the discussion. 
    • The first meeting of Winter Park’s Economic Recovery Task Force was held August 25. Representatives of each sector of the business community are developing recovery strategies through a collaborative effort by the Winter Park Chamber of Commerce, Park Avenue Business District and City of Winter Park. 
    • Highlights of the City Manager’s 90-Day Report:
      • Budget and Millage Ordinance Adoption: At the City Commission meetings on September 9th & 23rd, the first and second readings of the ordinance adopting the budget and millage rate will be approved in accordance with statute.
      • Annexation Work Session: Annexation law, annexation policies, current annexation requests, and a comprehensive financial analysis will be considered at a Work Session in September in preparation for specific properties scheduled for Commission consideration in October. 
    • Director of Sustainability and Resilience for the City of Orlando, Chris Castro, presented Orlando’s pandemic resiliency goals for increased urban challenges, including climate change, needs of the homeless and securing new energy resources. Green Buildings, Clean Energy, Transportation Initiatives and Livability are the four basic pillars of sustainability and resilience embraced by Orlando’s award-winning recovery efforts. 
    • In a 3-2 vote, Commissioners agreed to develop a Single Member District Ordinance as an amendment to the City Charter. Staff will schedule meetings in preparation for the first and second readings in December and adding the question to the March election ballot. 
    • Killarney Estates traffic improvements were passed unanimously, which will alleviate the rate of cut-through traffic by separating commercial and residential traffic on Killarney Drive, Fairview Avenue, and surrounding roadways. This design has been test-fit in this location for a number of months and has had a positive impact on the neighborhood. 
    • In one of several preliminary budget discussions, the Commission arrived at a $750,000 contingency by decreasing the Parks Maintenance budget; will increase the budget for road redesign and parking enhancements at Progress Point and the Orange/Denning/Minnesota intersection; will support a $20,000 capital improvement donation to the Winter Park Women’s Club. 
    • The Ordinance Adopting Orange County Fertilizer Regulations was unanimously approved. 
    • The first reading of regulations for a Backyard Chickens 24-month pilot program was approved, 4-1. The program would issue up to 25 permits, allowing a maximum of 4 chickens per (single family home) household. Chicken coops would be prohibited in front yards, and if situated in a side yard must be no less than 20 feet from adjacent properties and concealed by 6-foot high solid fencing. Permission to house chickens would not be required from the resident neighbors. 
    • Other items for follow-up include:
      • Staff will develop a formal process to assess traffic modification for the Transportation Master Plan.
      • As pandemic Recovery and Resilience Plans develop, staff will pursue specific guidelines for safe behavior in public places and during public events.
      • Staff will inquire about whether CRA assets may be available in the near future for improvements to the stage in Central Park.
      • A presentation by Kris Stenger, the City’s sustainability officer, and a review of the Keep Winter Park Beautiful Board will be scheduled together.
      • Updated Orange Avenue Overlay data and schedule will be added to the City website.
      • Commissioners are eager to move forward with economic recovery strategies for Winter Park businesses.
