    Wednesday's City Commission Meeting Summary - 8.12.20

    • City Manager’s 90-Day Report highlights: 
      • The Community Redevelopment Agency Budget, including an operating and capital plan, is being reviewed and finalized and will be presented for final Commission approval in September.
      • Non-ad valorem assessments for Stormwater Fees: The city is considering the collection of stormwater fees via non-ad valorem assessments on the property tax bill vs. the city utility bill.
      • 17-92 Corridor: Data collection for the corridor traffic modeling effort is underway. The city and FDOT plan to coordinate utility undergrounding, landscaping, and water and sewer improvements.
      • Electric Undergrounding thus far in FY 2020: 5.25 miles.
      • New York Avenue Streetscape materials procurement is underway. Pedestrian crosswalks, ADA-compliant intersection improvements, and mast arms at two major crossroads are planned.
    • Winter Park Chamber of Commerce and THRIVE Winter Park’s COVID-19 Economic Analysis: Underwritten by the Edyth Bush Charitable Foundation and conducted by The Balmoral Group, the study revealed the short-term and long-term economic needs of various business sectors and proposed collaborative, pre-emptive actions to help lessen widespread loss. Next step: The Chamber of Commerce will:
      • Develop a citizen-driven Economic Recovery Task Force charged with creating a single, community-wide mitigation strategy
      • Recommend city aid to underwrite economic recovery efforts ideal for each business sector  
    • The State of Florida will continue to allow public meetings to be held virtually through September.
    • City staff recommends the purchase of 2410 Winter Park Road to provide permanent stormwater relief 
    • Scope of Work for the Progress Point Conceptual Design and Greenway Connection Plan and authorization to execute a contract with ACi Architects, not to exceed $160,000, gained final approval.
    • New restrictions on construction noise near residences gained final approval: 8 p.m. - 7 a.m., Monday - Thursday; 8:00 p.m. Friday - 8:00 a.m. Saturday; and 6 p.m. Saturday until 7 a.m. on the following Monday.
    • The ordinance implementing a temporary moratorium on development in the Orange Avenue Overlay District under the policies, regulations and codes approved March 9 gained final approval. 
    • An ordinance to adopt Orange County Fertilizer Regulations, by reference, was presented. The City Commission discussed adopting Orange County fines, as well, and creating a public education campaign.
    • A voluntary annexation of seven properties on Kentucky Avenue near Fairbanks Avenue and I-4 was tabled to allow for Workshop review by the Commission. 
    • During Commission Reports, several topics were raised for further consideration:
      • Board meetings will continue to be held virtually until further notice.
      • Staff will schedule a Commission Workshop to discuss the city budget.
      • The Small Business Utility Assistance application deadline was extended through August 14.
      • The Commission will hold a Workshop today to discuss the Orange Avenue Overlay District.
      • Discussion of streetscape improvements will be added to a future Commission agenda.
      • Discussion of a Commission designee for post office acquisition efforts will be added to a future agenda.
      • Discussion of Single Member Districts on the local election ballot will be added to a future agenda.
